It used "buffered RAM" or some such tech term. Ive heard them, and was extremely impressed. 16 full seconds of delay time. You can divide the delay by two for an octave below effect, reverse it, use it as chorus, flange, slapback, etc. It is an extremely versatile and very unique pedal, and is especially cool when paired with it's controller pedal, which added about 6 footswitches for the various functions. It is rumored that the reissue is about 6-8 months off, and will feature MIDI output to clock ext crap (and possibly 64 sec. of delay now). The 16-Second Delay has two PCBs in it, one of which is loaded with RAM. I don't remember how expensive it was when it came out... I haven't timed the actual delay time, but I'd guess that at maximum it really is 16 seconds. It's sound depends upon the delay time you choose. At minimums it's pretty full-bandwidth, but the longer delays become fairly dark. I consider this to be an important aspect of it's character. Also, at minimum delay times, it can flange and chorus using it's LFO and feedback. The flanges are best, and can be very metallic. The LFO has a strange rounded square shape that doesn't work very well for classic flanging and chorus, but the modulation depth is pretty deep and can nicely mess up sounds at the long delays.
